We bought a size small when my son was 6 1/2 months old and weighed about 14 lbs. They fit great! Even now, he's 17 lbs and 9 months old!
I love the Velcro closure, the design (turtles), and the gussets are tight for keeping everything in but not too tight. We put these under his swim trunks. Easy to put on and take off.
One important note: they do not hold in pee. I found out the hard way when I had him on my lap while waiting for his swim lessons; warm pee ran down my legs. It does, however, keep in poo, which is what pools care about anyway (they have to shut down otherwise).
One thing you can do if you need to put these swim diapers on before you get to your swim destination, is add a doubler like this one but not this one Depend BOOST Inserts - Diaper Liners - Booster Pads - Doublers, Pack/20 Pads, we buy ours at the local big babies store (pack of 30 for $2.99). Then when you get to where you're going just pull it out. All though, I'll warn you, it's just as easy to put him in the swimmi when you get to the pool.
